Imam Zuhri says that we have not received any information regarding the leaders of this Ummah who were in Madinah, including Hazrat Abu Bakr, Umar, and Uthman, that they collected Zakat twice a year. However, they used to send (people) every year to both fertile and barren lands to collect it according to the Sunnah of the Holy Prophet (peace and blessings of Allah be upon him).
حضرت امام زہری فرماتے ہیں کہ اس امت کے امراء جو مدینہ میں تھے حضرت ابو بکر، عمر اور عثمان میں سے کسی کے متعلق ہمیں یہ خبر نہیں پہنچی کہ انھوں نے سال میں دو بار زکوۃ وصول کی ہو۔ لیکن وہ ہر سال سرسبز اور خشک کی طرف بھیجا کرتے تھے (لوگوں کو) تاکہ ان سے رسول کریم (صلی اللہ علیہ وآلہ وسلم) کی سنت کے مطابق وصول کیا جائے۔
Hazrat Imam Zuhri farmate hain ke iss ummat ke umra jo Madina mein thay Hazrat Abu Bakr, Umar aur Usman mein se kisi ke mutalliq hamein yeh khabar nahin pahunche ke unhon ne saal mein do baar zakat wusul ki ho. Lekin woh har saal sar sabz aur khushk ki taraf bheja karte thay (logon ko) taake un se Rasul Kareem (Sallallahu Alaihi Wasallam) ki sunnat ke mutabiq wusul kiya jaye.
حَدَّثَنَا أَبُو بَكْرٍ قَالَ : نَا مَعْنُ بْنُ عِيسَى ، عَنِ ابْنِ أَبِي ذِئْبٍ ، عَنِ الزُّهْرِيِّ ، قَالَ : لَمْ يَبْلُغْنَا مِنْ أَحَدٍ مِنْ وُلَاةِ هَذِهِ الْأُمَّةِ الَّذِينَ كَانُوا بِالْمَدِينَةِ أَبُو بَكْرٍ ، وَعُمَرُ ، وَعُثْمَانُ ، أَنَّهُمْ كَانُوا « لَا يُثَنُّونَ الْعُشُورَ ، لَكِنْ يَبْعَثُونَ عَلَيْهَا كُلَّ عَامٍ فِي الْخِصْبِ وَالْجَدْبِ ، لِأَنَّ أَخْذَهَا سُنَّةٌ مِنْ رَسُولِ اللَّهِ ﷺ »
