Musnad Ahmad ibn Hanbal 16425
It is narrated on the authority of Sayyiduna Saab bin Jussama, may Allah be pleased with him, that I heard the Prophet, peace and blessings of Allah be upon him, saying that it is not permissible for anyone except Allah and His Messenger to declare any area as a sanctuary.

سیدنا صعب بن جثامہ رضی اللہ عنہ سے مروی ہے کہ میں نے نبی ﷺ کو یہ فرماتے ہوئے سنا ہے کہ کسی علاقے کو ممنوعہ علاقہ قرار دینا اللہ اور اس کے رسول کے علاوہ کسی کے لئے جائز نہیں۔
Sayyidna Saab bin Jushamah (رضي الله تعالى عنه) se marvi hai ki maine Nabi (صلى الله عليه وآله وسلم) ko ye farmate huye suna hai ki kisi ilaqe ko mamnuah ilaqa qarar dena Allah aur uske Rasul ke ilawa kisi ke liye jaiz nahi.
حَدَّثَنَا عَبْدُ الرَّزَّاقِ ، قَالَ: حَدَّثَنَا مَعْمَرٌ ، عَنِ الزُّهْرِيِّ ، عَنْ عَبْدِ اللَّهِ بْنِ عَبْدِ اللَّهِ بْنِ عُتْبَةَ ، عَنِ ابْنِ عَبَّاسٍ ، عَنِ الصَّعْبِ بْنِ جَثَّامَةَ ، قَالَ: سَمِعْتُ رَسُولَ اللَّهِ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ، يَقُولُ:" لَا حِمَى إِلَّا لِلَّهِ وَلِرَسُولِهِ".
