Musnad Ahmad ibn Hanbal 4768
It is narrated on the authority of Sayyidina Ibn Umar (may Allah be pleased with him) that once the Holy Prophet (peace and blessings of Allah be upon him) sent Sayyidina Abdullah bin Rawahah (may Allah be pleased with him) as a tax collector to a certain tribe, giving them the option to either accept his proposal or reject it. They responded by saying that this was fair and that the heavens and the earth were established on the principle of fulfilling promises.

سیدنا ابن عمر رضی اللہ عنہما سے مروی ہے کہ ایک مرتبہ نبی کریم ﷺ نے سیدنا عبداللہ بن رواحہ رضی اللہ عنہ کو خبیر بھیجا تاکہ وہاں کے رہنے والوں پر ایک اندازہ مقرر کر دیں، پھر انہیں اختیار دے دیا کہ وہ اسے قبول کر لیں یا رد کر دیں لیکن وہ لوگ کہنے لگے کہ یہی صحیح ہے اور اسی وعدے پر زمین آسمان قائم ہیں۔
Sayyidna Ibn Umar ( (رضي الله تعالى عنه) a se marvi hai ki ek martaba Nabi Kareem (صلى الله عليه وآله وسلم) ne Sayyidna Abdullah bin Rawaaha (رضي الله تعالى عنه) ko khabeer bheja taake wahan ke rehne walon par ek andaza muqarrar kar den, phir unhen ikhtiyar de diya ki woh ise qubool kar len ya radd kar den lekin woh log kehne lage ki yahi sahi hai aur isi wada par zameen aasman qaem hain.
حَدَّثَنَا وَكِيعٌ ، حَدَّثَنَا الْعُمَرِيُّ عَنْ نَافِعٍ ، عَنِ ابْنِ عُمَرَ ، أَنّ النَّبِيَّ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ" بَعَثَ ابْنَ رَوَاحَةَ إِلَى خَيْبَرَ، يَخْرُصُ عَلَيْهِمْ، ثُمَّ خَيَّرَهُمْ أَنْ يَأْخُذُوا أَوْ يَرُدُّوا، فَقَالُوا: هَذَا الْحَقُّ، بِهَذَا قَامَتْ السَّمَوَاتُ وَالْأَرْضُ".
