Chapter: One in charge of a matter, who cheats his subjects, deserves the fire

باب اسْتِحْقَاقِ الْوَالِي الْغَاشِّ لِرَعِيَّتِهِ النَّارَ ‏‏

Sahih Muslim 142a

Hasan reported:'Ubaidullah b. Ziyad paid a visit to Ma'qil b. Yasar Muzani in his illness of which he (later on) died. (At this juncture) Ma'qil said: I am going to narrate to you a hadith which I have heard from the Messenger of Allah (ﷺ) and which I would not have transmitted if I knew that I would survive. Verily I have heard the Messenger of Allah (ﷺ) say: There is none amongst the bondsmen who was entrusted with the affairs of his subjects and he died in such a state that he was dishonest in his dealings with those over whom he ruled except that Paradise is forbidden for him.

حسن ؒ بیان کرتے ہیں کہ عبید اللہ بن زیاد نے حضرت معقل بن یسار مزنی ؓ کی مرض الموت میں عیادت کی تو معقل ؓ کہنے لگے: میں تمھیں ایک ایسی حدیث سنانے لگا ہوں جو میں نے رسول اللہ صلی اللہ علیہ وسلم سے سنی ہے۔ اگر میں یہ سمجھتا کہ میں ابھی کچھ عرصہ اور زندہ رہوں گا تو تمھیں یہ حدیث نہ سناتا۔ رسول اللہ صلی اللہ علیہ وسلم نے فرمایا: ”جس شخص کو اللہ کسی کا نگران اور محافظ بناتا ہے اور وہ اپنی رعایا کے (حقوق میں) خیانت کرتا ہوا مرتا ہے، تو اس پر اللہ نے جنّت حرام کر دی ہے۔“

Hasan bayan karte hain ke Ubaidullah bin Ziyad ne Hazrat Ma'qal bin Yasar Muzani (Radi Allahu Anhu) ki marz-ul-maut mein iyadat ki to Ma'qal (Radi Allahu Anhu) kehne lage: main tumhein ek aisi hadees sunane laga hoon jo main ne Rasul Allah (Sallallahu Alaihi Wa Sallam) se suni hai. Agar main yeh samajhta ke main abhi kuch arsa aur zinda rahoon ga to tumhein yeh hadees na sunata. Rasul Allah (Sallallahu Alaihi Wa Sallam) ne farmaya: "Jis shakhs ko Allah kisi ka nigran aur muhafiz banata hai aur woh apni ra-aya ke (haqooq mein) khiyanat karta hua marta hai, to is par Allah ne jannat haram kar di hai."

حَدَّثَنَا شَيْبَانُ بْنُ فَرُّوخَ، حَدَّثَنَا أَبُو الأَشْهَبِ، عَنِ الْحَسَنِ، قَالَ عَادَ عُبَيْدُ اللَّهِ بْنُ زِيَادٍ مَعْقِلَ بْنَ يَسَارٍ الْمُزَنِيَّ فِي مَرَضِهِ الَّذِي مَاتَ فِيهِ ‏.‏ قَالَ مَعْقِلٌ إِنِّي مُحَدِّثُكَ حَدِيثًا سَمِعْتُهُ مِنْ رَسُولِ اللَّهِ صلى الله عليه وسلم لَوْ عَلِمْتُ أَنَّ لِي حَيَاةً مَا حَدَّثْتُكَ إِنِّي سَمِعْتُ رَسُولَ اللَّهِ صلى الله عليه وسلم يَقُولُ ‏ "‏ مَا مِنْ عَبْدٍ يَسْتَرْعِيهِ اللَّهُ رَعِيَّةً يَمُوتُ يَوْمَ يَمُوتُ وَهُوَ غَاشٌّ لِرَعِيَّتِهِ إِلاَّ حَرَّمَ اللَّهُ عَلَيْهِ الْجَنَّةَ ‏"‏ ‏.‏

Sahih Muslim 142b

Hasan reported : Ubaidullah bin Ziyad went to see Ma'qil bin Yasir (رضي الله تعالى عنه) and he was ailing. He ('Ubaidullah) inquired (about his health) to which he (Ma'qilؓ ) replied : I am narrating to you a Hadith which I avoided narrating to you (before). Verily the Apostle of Allah (صلى الله عليه وآله وسلم) observed : Allah does not entrust to his Servants the responsibility of managing the affairs of his subjects and he dies as a dishonest (ruler) but Paradise is forbidden by Allah for such a (ruler). He (Ibn Ziyad) said : Why did you not narrate it to me before this day? He replied : I did not narrate it to you as it was not (fit) for me to narrate that to you.

حسنؒ سے روایت ہے کہ جب حضرت معقل بن یسار ؓ بیمار ہوئے توعبید اللہ بن زیاد (ان کی بیمار پرسی کے لیے) ان کے پاس آیا اور ان کا حال پوچھا تو وہ کہنے لگے: میں تمھیں ایسی حدیث سنانے لگا ہوں، جو میں نے پہلے تمھیں نہیں سنائی، رسول اللہ صلی اللہ علیہ وسلم نے فرمایا: ”اللہ تعالیٰ کسی بندہ کو کسی رعیّت کا محافظ بناتا ہے، اور وہ اس حالت میں مرتا ہے کہ وہ اس (رعیّت) کے ساتھ دھوکا کرنے والا ہوتا ہے، تو اللہ اس کے لیے جنّت ممنوع قرار دے دیتا ہے۔“ عبید اللہ نے کہا: آپ نے آج سے پہلے مجھے یہ حدیث کیوں نہیں سنائی؟ تو انھوں نے جواب دیا: میں نے تجھے نہیں سنائی یا میں بیان نہیں کر سکتا تھا۔ (کیونکہ زندگی میں بیان کرنےکی صورت میں خطرہ تھا۔)

Hasan (Rahmatullah Alaih) se riwayat hai ke jab Hazrat Ma'qal bin Yasar (Radiallahu Anhu) bimar huye to Ubaidullah bin Ziyad (un ki bimar pursi ke liye) un ke paas aaya aur un ka haal poocha to woh kehne lage: Main tumhein aisi hadith sunane laga hoon, jo main ne pehle tumhein nahin sunayi, Rasulullah (Sallallahu Alaihi Wasallam) ne farmaya: "Allah Ta'ala kisi bande ko kisi raiyat ka muhafiz banata hai, aur woh is halat mein marta hai ke woh us (raiyat) ke saath dhoka karne wala hota hai, to Allah is ke liye jannat mamnoo qarar de deta hai." Ubaidullah ne kaha: Aap ne aaj se pehle mujhe yeh hadith kyun nahin sunayi? To unhon ne jawab diya: Main ne tujhe nahin sunayi ya main bayan nahin kar sakta tha. (Kyunke zindagi mein bayan karne ki surat mein khatra tha).

حَدَّثَنَا يَحْيَى بْنُ يَحْيَى، أَخْبَرَنَا يَزِيدُ بْنُ زُرَيْعٍ، عَنْ يُونُسَ، عَنِ الْحَسَنِ، قَالَ دَخَلَ عُبَيْدُ اللَّهِ بْنُ زِيَادٍ عَلَى مَعْقِلِ بْنِ يَسَارٍ وَهُوَ وَجِعٌ فَسَأَلَهُ فَقَالَ إِنِّي مُحَدِّثُكَ حَدِيثًا لَمْ أَكُنْ حَدَّثْتُكَهُ إِنَّ رَسُولَ اللَّهِ صلى الله عليه وسلم قَالَ ‏ "‏ لاَ يَسْتَرْعِي اللَّهُ عَبْدًا رَعِيَّةً يَمُوتُ حِينَ يَمُوتُ وَهُوَ غَاشٌّ لَهَا إِلاَّ حَرَّمَ اللَّهُ عَلَيْهِ الْجَنَّةَ ‏"‏ ‏.‏ قَالَ أَلاَّ كُنْتَ حَدَّثْتَنِي هَذَا قَبْلَ الْيَوْمِ قَالَ مَا حَدَّثْتُكَ أَوْ لَمْ أَكُنْ لأُحَدِّثَكَ ‏.‏

Sahih Muslim 142c

Hasan reported:We were with Ma'qil b. Yasar inquiring about his health that Ubaidullah b. Ziyad came there. Ma'qil said to him: Verily I am going to narrate to you a hadith which I heard from the Messenger of Allah (ﷺ). Then he narrated the hadith like those two (mentioned above).

حسنؒ نے بتایا: ہم معقل بن یسار ؓ کے پاس عیادت کے لیے گئے ہوئے تھے کہ عبید اللہ بن زیاد بھی آگیا تو معقل ؓ نے اس سے کہا: میں تمھیں ایسی حدیث سنانے لگا ہوں جو میں نے رسول اللہ صلی اللہ علیہ وسلم سے سنی ہے، پھر اوپر کے مفہوم والی حدیث بیان کی۔

Hasan ne bataya: hum Ma'qal bin Yasar (Radi Allahu Anhu) ke paas iyadat ke liye gaye huye thay ke Ubaidullah bin Ziyad bhi aagaya to Ma'qal (Radi Allahu Anhu) ne is se kaha: main tumhein aisi hadees sunane laga hoon jo main ne Rasul Allah (Sallallahu Alaihi Wa Sallam) se suni hai, phir upar ke mafhoom wali hadees bayan ki.

وَحَدَّثَنِي الْقَاسِمُ بْنُ زَكَرِيَّاءَ، حَدَّثَنَا حُسَيْنٌ، - يَعْنِي الْجُعْفِيَّ - عَنْ زَائِدَةَ، عَنْ هِشَامٍ، قَالَ قَالَ الْحَسَنُ كُنَّا عِنْدَ مَعْقِلِ بْنِ يَسَارٍ نَعُودُهُ فَجَاءَ عُبَيْدُ اللَّهِ بْنُ زِيَادٍ فَقَالَ لَهُ مَعْقِلٌ إِنِّي سَأُحَدِّثُكَ حَدِيثًا سَمِعْتُهُ مِنْ رَسُولِ اللَّهِ صلى الله عليه وسلم ثُمَّ ذَكَرَ بِمَعْنَى حَدِيثِهِمَا ‏.‏

Sahih Muslim 142d

It is narrated on the authority of Abu Malih that Ubaidullah b. Ziyad visited Ma'qil b. Yasar in his illness. Ma'qil said to him:I am narrating to you a hadith which I would have never narrated to you had I not been in death-bed. I heard Allah's apostle (ﷺ) say: A ruler who has been entrusted with the affairs of the Muslims but he makes no endeavors ( for the material and moral uplift) and does not sincerely mean (their welfare) would not enter Paradise along with them.

ابو الملیحؒ سے روایت ہے کہ عبید اللہ بن زیاد نے معقل بن یسارؓ کی بیماری میں ان کی عیادت کی تو معقل ؓ نے اس سے کہا: میں تمھیں ایک حدیث سناتا ہوں، اگر میں مر نہ رہا ہوتا تو وہ نہ سناتا، میں نے رسول اللہ صلی اللہ علیہ وسلم سے سنا: ”جو امیر بھی مسلمانوں کے معاملات کا ذمہ دار بنتا ہے، پھر وہ (ان کی بہتری و بہبود کے لیے) کوشش نہیں کرتا تو وہ ان کے ساتھ جنت میں داخل نہیں ہو گا۔“

Abu Maleeh se riwayat hai ke Ubaidullah bin Ziyad ne Ma'qal bin Yasar (Radi Allahu Anhu) ki bimari mein un ki iyadat ki to Ma'qal (Radi Allahu Anhu) ne is se kaha: main tumhein ek hadees sunata hoon, agar main mar na raha hota to woh na sunata, main ne Rasul Allah (Sallallahu Alaihi Wa Sallam) se suna: "Jo ameer bhi musalmanon ke maamlat ka zimmedar banta hai, phir woh (un ki behtari ke liye) koshish nahi karta to woh un ke sath jannat mein dakhil nahi hoga."

وَحَدَّثَنَا أَبُو غَسَّانَ الْمِسْمَعِيُّ، وَمُحَمَّدُ بْنُ الْمُثَنَّى، وَإِسْحَاقُ بْنُ إِبْرَاهِيمَ، قَالَ إِسْحَاقُ أَخْبَرَنَا وَقَالَ الآخَرَانِ، حَدَّثَنَا مُعَاذُ بْنُ هِشَامٍ، قَالَ حَدَّثَنِي أَبِي، عَنْ قَتَادَةَ، عَنْ أَبِي الْمَلِيحِ، أَنَّ عُبَيْدَ اللَّهِ بْنَ زِيَادٍ، عَادَ مَعْقِلَ بْنَ يَسَارٍ فِي مَرَضِهِ فَقَالَ لَهُ مَعْقِلٌ إِنِّي مُحَدِّثُكَ بِحَدِيثٍ لَوْلاَ أَنِّي فِي الْمَوْتِ لَمْ أُحَدِّثْكَ بِهِ سَمِعْتُ رَسُولَ اللَّهِ صلى الله عليه وسلم يَقُولُ ‏ "‏ مَا مِنْ أَمِيرٍ يَلِي أَمْرَ الْمُسْلِمِينَ ثُمَّ لاَ يَجْهَدُ لَهُمْ وَيَنْصَحُ إِلاَّ لَمْ يَدْخُلْ مَعَهُمُ الْجَنَّةَ ‏"‏ ‏.‏
