Musnad Ahmad ibn Hanbal 16666
It is narrated on the authority of Sayyiduna Sa'b (RA) that I heard the Prophet (peace and blessings of Allah be upon him) saying that it is not permissible for anyone besides Allah and His Messenger to declare any area as a sanctuary.

سیدنا صعب رضی اللہ عنہ سے مروی ہے کہ میں نے نبی ﷺ کو یہ فرماتے ہوئے سنا ہے کہ کسی علاقے کو ممنوعہ علاقہ قرار دینا اللہ اور اس کے رسول کے علاوہ کسی کے لئے جائز نہیں۔
Sayyidna Saab (رضي الله تعالى عنه) se marvi hai ki maine Nabi (صلى الله عليه وآله وسلم) ko ye farmate huye suna hai ki kisi ilaqe ko mamnuah ilaqa qarar dena Allah aur uske Rasul ke ilawa kisi ke liye jaiz nahi.
حَدَّثَنَا عَامِرُ بْنُ صَالِحٍ الزُّبَيْرِيُّ سَنَةَ ثَمَانِينَ وَمِئَةٍ، قَالَ: حَدَّثَنِي يُونُسُ بْنُ يَزِيدَ ، عَنِ ابْنِ شِهَابٍ ، عَنْ عُبَيْدِ اللَّهِ بْنِ عَبْدِ اللَّهِ بْنِ عُتْبَةَ ، عَنِ ابْنِ عَبَّاسٍ ، عَنِ الصَّعْبِ بْنِ جَثَّامَةَ ، قال: سَمِعْتُ رَسُولَ اللَّهِ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ يَقُولُ:" لَا حِمَى إِلَّا لِلَّهِ وَلِرَسُولِهِ".
