The Musnad of Abdullah ibn al-Abbas ibn Abd al-Muttalib (may Allah be pleased with them both)

Musnad Ahmad ibn Hanbal 2260
It is narrated on the authority of Sayyidna Ibn 'Abbas (may Allah be pleased with them both) that the Messenger of Allah (peace and blessings of Allah be upon him) said: "There is no marriage without a guardian, and whoever does not have a guardian, the ruler is his guardian."

سیدنا ابن عباس رضی اللہ عنہما سے مروی ہے کہ رسول اللہ ﷺ نے ارشاد فرمایا: ”ولی کے بغیر نکاح نہیں ہوتا اور جس کا کوئی ولی نہ ہو، بادشاہ اس کا ولی ہوتا ہے۔“
Sayyidna Ibn Abbas ( (رضي الله تعالى عنه) a se marvi hai ki Rasul Allah (صلى الله عليه وآله وسلم) ne irshad farmaya: "Wali ke baghair nikah nahi hota aur jis ka koi wali na ho, badshah us ka wali hota hai."
حَدَّثَنَا مُعَمَّرُ بْنُ سُلَيْمَانَ يعني الرَّقِّيُّ ، عَنِ الْحَجَّاجِ ، عَنْ عِكْرِمَةَ ، عَنِ ابْنِ عَبَّاسٍ ، عَنِ النَّبِيِّ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ، قَالَ:" لَا نِكَاحَ إِلَّا بِوَلِيٍّ، وَالسُّلْطَانُ وَلِيُّ مَنْ لَا وَلِيَّ لَهُ".
