Sunan al-Darimi 257
Tamim Dari (may Allah be pleased with him) said: "During the time of Umar (may Allah be pleased with him), people began to take pride in constructing buildings. So Umar (may Allah be pleased with him) said: 'O people of Arabs! Beware of the earth, beware of the earth! Islam cannot be established without a strong community, and a strong community cannot be established without leadership, and leadership cannot be established without obedience. So whoever is made the leader of his people based on (knowledge and jurisprudence) then he is life for himself and his people, and whoever is made the leader of his people without knowledge, then he is destruction for himself and his people.'"
سیدنا تمیم داری رضی اللہ عنہ نے کہا: سیدنا عمر رضی اللہ عنہ کے زمانے میں لوگ عمارت بنانے میں فخر کرنے لگے تو سیدنا عمر رضی اللہ عنہ نے فرمایا: اے عرب کے لوگو! زمین سے بچو، زمین سے بچو، اسلام بِنا جماعت کے قائم نہیں رہ سکتا، اور جماعت بغیر حکومت کے، اور حکومت و امارت بغیر اطاعت کے قائم نہیں رہ سکتی، پس جس کو اس کی قوم نے (علم و فقہ) کی بنا پر سردار بنایا وہ اس کے اور قوم کے لئے زندگی ہے، اور جس کو اس کی قوم نے فقہ نہ ہونے پر سردار بنایا یہ اس کی اور اس قوم کی ہلاکت ہے۔
Sayyidna Tamim Dari Razi Allahu Anhu ne kaha: Sayyidna Umar Razi Allahu Anhu ke zamane mein log imarat banane mein fakhr karne lage to Sayyidna Umar Razi Allahu Anhu ne farmaya: Aye Arab ke logo! Zameen se bacho, zameen se bacho, Islam bina jamaat ke qaem nahi reh sakta, aur jamaat baghair hukoomat ke, aur hukoomat o amart baghair itaat ke qaem nahi reh sakti, pas jis ko us ki qaum ne (ilm o fiqh) ki bina par sardar banaya woh us ke aur qaum ke liye zindagi hai, aur jis ko us ki qaum ne fiqh na hone par sardar banaya yeh us ki aur us qaum ki halakat hai.
(حديث موقوف) أَخْبَرَنَا أَخْبَرَنَا يَزِيدُ بْنُ هَارُونَ، أَخْبَرَنَا بَقِيَّةُ، حَدَّثَنِي صَفْوَانُ بْنُ رُسْتُمَ، عَنْ عَبْدِ الرَّحْمَنِ بْنِ مَيْسَرَةَ، عَنْ تَمِيمٍ الدَّارِيِّ، رَضِيَ اللهُ عَنْهُ، قَالَ: تَطَاوَلَ النَّاسُ فِي الْبِنَاءِ فِي زَمَنِ عُمَرَ رَضِيَ اللهُ عَنْهُ، فَقَالَ عُمَرُ:"يَا مَعْشَرَ الْعُرَيْبِ، الْأَرْضَ الْأَرْضَ، إِنَّهُ لَا إِسْلَامَ إِلَّا بِجَمَاعَةٍ، وَلَا جَمَاعَةَ إِلَّا بِإِمَارَةٍ، وَلَا إِمَارَةَ إِلَّا بِطَاعَةٍ، فَمَنْ سَوَّدَهُ قَوْمُهُ عَلَى الْفِقْهِ، كَانَ حَيَاةً لَهُ وَلَهُمْ، وَمَنْ سَوَّدَهُ قَوْمُهُ عَلَى غَيْرِ فِقْهٍ، كَانَ هَلَاكًا لَهُ وَلَهُمْ".
