Regarding consultation and who recommended it
فِي الْمَشُورَةِ مَنْ أَمَرَ بِهَا
Musannaf Ibn Abi Shaybah 26273
Hazrat Zahak said that Allah, the Lord of Glory, did not order His Prophet to consult but because Allah knew his virtue. Then you recited the verse: "And consult them in the matter."
حضرت ضحاک فرماتے ہیں کہ اللہ رب العزت نے اپنے نبی کو مشورے کا حکم نہیں دیا مگر اس وجہ سے کہ اللہ اس کی فضیلت کو جانتے تھے۔ پھر آپ نے آیت تلاوت فرمائی ۔ ترجمہ : اور آپ (صلی اللہ علیہ وآلہ وسلم) ان سے معاملہ کے بارے میں مشورہ کریں۔

حَدَّثَنَا وَكِيعٌ ، عَنْ سُفْيَانَ ، عَنْ رَجُلٍ ، عَنِ الضَّحَّاكِ ، قَالَ : " مَا أَمَرَ اللَّهُ نَبِيَّهُ بِالْمُشَاوَرَةِ إِلَّا لِمَا عَلِمَ فِيهَا مِنَ الْفَضْلِ ، ثُمَّ تَلَا : ﴿ وَشَاوِرْهُمْ فِي الْأَمْرِ ﴾ [ آل عمران : ١٥٩ ] "
