Musannaf Ibn Abi Shaybah 27608
Hazrat Ikrama narrates that Hazrat Umar bin Khattab decided to pay twelve thousand dirhams to the people of the village. And he said: I fear for you about the rulers who will be appointed over you after me. So there will be no increase in making the blood money more severe on the people of the village, nor in the forbidden months, nor in the limits of the Haram, and the blood money of the people of the village is Mughallazah, it will not be increased.
حضرت عکرمہ فرماتے ہیں کہ حضرت عمر بن خطاب نے بستی والوں پر بارہ ہزار درہم دیت کا فیصلہ کیا۔ اور ارشاد فرمایا : میرے بعد تم پر مقرر ہونے والے حکام کے بارے میں مجھے ڈر ہے۔ پس بستی والوں پر دیت کو مغلظ بنانے میں اضافہ نہیں ہوگا اور نہ ہی حرمت کے مہینوں میں اور نہ ہی حرم کی حدود میں اور بستی والوں کی دیت مغلظہ ہے اس میں اضافہ نہیں ہوگا۔
Hazrat Akrma farmate hain ki Hazrat Umar bin Khattab ne basti walon per barah hazar dirham dait ka faisla kya. Aur irshad farmaya: mere baad tum per muqarrar hone wale hukkam ke bare mein mujhe dar hai. Pas basti walon per dait ko mughalliz banane mein izafa nahi hoga aur na hi hurmat ke mahenon mein aur na hi haram ki hudood mein aur basti walon ki dait mughalza hai is mein izafa nahi hoga.
حَدَّثَنَا أَبُو بَكْرٍ قَالَ : حَدَّثَنَا ابْنُ مُبَارَكٍ ، عَنْ مَعْمَرٍ ، عَنْ عَمْرِو بْنِ عَبْدِ اللَّهِ ، عَنْ عِكْرِمَةَ ، عَنْ عُمَرَ بْنِ الْخَطَّابِ : قَضَى بِالدِّيَةِ عَلَى أَهْلِ الْقُرَى اثْنَيْ عَشَرَ أَلْفًا وَقَالَ : « إِنَّ الزَّمَانَ يَخْتَلِفُ وَأَخَافُ عَلَيْكُمُ الْحُكَّامَ بَعْدِي ، فَلَيْسَ عَلَى أَهْلِ الْقُرَى زِيَادَةٌ فِي تَغْلِيظِ عَقْلٍ ، وَلَا فِي الشَّهْرِ الْحَرَامِ وَلَا الْحُرْمَةِ ، وَلَا عَقْلِ أَهْلِ الْقُرَى فِيهِ تَغْلِيظٌ لَا زِيَادَةَ فِيهِ »
