Who said: There is no marriage except with a guardian or a ruler?

Musannaf Ibn Abi Shaybah 15933
It is narrated on the authority of Hazrat Aisha (may Allah be pleased with her) that the Messenger of Allah (peace and blessings of Allah be upon him) said: "There is no marriage without the permission of the guardian, and whoever does not have a guardian, the ruler is his guardian."
حضرت عائشہ (رض) سے روایت ہے کہ رسول اللہ (صلی اللہ علیہ وآلہ وسلم) نے ارشاد فرمایا کہ ولی کی اجازت کے بغیر نکاح نہیں ہوتا اور جس کا کوئی ولی نہ ہو اس کا ولی سلطان ہے۔
Hazrat Ayesha (RA) se riwayat hai keh Rasool Allah (SAW) ne irshad farmaya keh wali ki ijazat ke baghair nikah nahi hota aur jis ka koi wali na ho us ka wali sultan hai.
أَبُو خَالِدٍ الْأَحْمَرُ ، عَنْ حَجَّاجٍ ، عَنِ الزُّهْرِيِّ ، عَنْ عُرْوَةَ ، عَنْ عَائِشَةَ ، قَالَتْ : قَالَ رَسُولُ اللَّهِ ﷺ : « لَا نِكَاحَ إِلَّا بِوَلِيٍّ ، وَالسُّلْطَانُ وَلِيُّ مَنْ لَا وَلِيَّ لَهُ »
