Musannaf Ibn Abi Shaybah 32921
Hazrat Abu Firas (R.A) narrates that Hazrat Umar bin Khattab (R.A) delivered a sermon and said: Beware! By Allah! I have not sent governors to you so that they may beat you and seize your wealth. Rather, I have sent them to you so that they may teach you your religion and the Sunnah of your Prophet (peace and blessings of Allah be upon him). Whoever is treated otherwise should bring the matter before me. By the One in whose grip is my life, I will surely take retribution from him. Hazrat Amr bin al-Aas (R.A) stood up and said: O Amir al-Mu'minin! What is your opinion if a man among the Muslims is an Amir over a group of people and he disciplines someone from his subjects, will you take retribution from him too? You (R.A) said: Yes! By the One in whose grip is Umar's life, retribution will surely be taken from him too. And I said, can I take retribution from him when I have seen the Messenger of Allah (peace and blessings of Allah be upon him) taking retribution himself? Beware! Do not beat the Muslims so that you humiliate them. And do not withhold their rights so that you subdue them. And do not prevent them from returning home after sending them to the borders, lest you put them in fitnah. And do not make them settle in places with dense gardens so that they become scattered and thus you destroy them.
حضرت ابو فراس (رض) فرماتے ہیں کہ حضرت عمر بن خطاب (رض) نے خطبہ دیا اور ارشاد فرمایا : خبردار ! اللہ کی قسم ! میں نے تمہاری طرف گورنروں کو اس لیے نہیں بھیجا کہ وہ تمہیں مارنے لگیں اور تمہارے مال چھین لیں۔ بلکہ میں نے ان کو تمہاری طرف اس لیے بھیجا ہے۔ کہ وہ تمہیں تمہارا دین اور تمہارے نبی (صلی اللہ علیہ وآلہ وسلم) کی سنت سکھلائیں جس شخص کے ساتھ اس کے علاوہ کوئی دوسرا معاملہ کیا جائے تو وہ اس مسئلہ کو میرے سامنے پیش کرے ۔ قسم ہے اس ذات کی جس کے قبضہ ٔ قدرت میں میری جان ہے میں ضرور بالضرور اس کی طرف سے بدلہ لوں گا ۔ اس پر حضرت عمرو بن العاص (رض) اٹھ کھڑے ہوئے اور فرمایا : اے امیر المؤمنین ! آپ (رض) کی کیا رائے ہے کہ اگر مسلمانوں میں سے کوئی آدمی کسی جماعت پر امیر ہو اور وہ اپنی رعایا کے کسی شخص کو ادب سکھلائے تو کیا آپ (رض) اس کی طرف سے بھی بدلہ لیں گے ؟ آپ (رض) نے فرمایا : ہاں ! قسم ہے اس ذات کی جس کے قبضہ ٔ قدرت میں عمر کی جان ہے۔ ضرور بالضرور اس کی طرف سے بھی بدلہ لیا جائے گا۔ اور میں نے کہا اس کی طرف سے بدلہ لے سکتا ہوں حالانکہ میں نے رسول اللہ (صلی اللہ علیہ وآلہ وسلم) کو دیکھا کہ وہ اپنی طرف سے بدلہ لیتے تھے ؟ خبردار ! تم مسلمانوں کو مت مارو اس طرح کہ تم ان کو ذلیل کرنے لگو۔ اور تم ان کو ان کے حقوق سے مت روکو کہ تم ان کو اپنے سامنے جھکانے لگو۔ اور تم ان کو سرحدوں پر بھیج کر گھر واپسی سے مت روکو کہ کہیں تم ان کو فتنہ میں ڈال دو ۔ اور تم ان کو گھنے باغات والی جگہ میں مت اتارو کہ وہ منتشر ہوجائیں اور اس طرح تم ان کو ضائع کردو۔
Hazrat Abu Faras (RA) farmate hain keh Hazrat Umar bin Khattab (RA) ne khutba diya aur irshad farmaya: Khabar dar! Allah ki qasam! Maine tumhari taraf governoron ko isliye nahin bheja keh woh tumhen marne lagen aur tumhare maal chheen len. Balkah maine unko tumhari taraf isliye bheja hai keh woh tumhen tumhara deen aur tumhare Nabi (Sallallahu Alaihi Wasallam) ki sunnat sikhlaen. Jis shakhs ke sath iske ilawa koi doosra mamla kiya jaye toh woh is masle ko mere samne pesh kare. Qasam hai is zaat ki jiske qabza-e-qudrat mein meri jaan hai mein zaroor bil zaroor iski taraf se badla lunga. Is par Hazrat Amr bin al-Aas (RA) uth khare hue aur farmaya: Aye Ameer-ul-Momineen! Aap (RA) ki kya rai hai keh agar Muslimon mein se koi aadmi kisi jamaat par ameer ho aur woh apni raaya ke kisi shakhs ko adab sikhlaye toh kya aap (RA) iski taraf se bhi badla lenge? Aap (RA) ne farmaya: Haan! Qasam hai is zaat ki jiske qabza-e-qudrat mein Umar ki jaan hai. Zaroor bil zaroor iski taraf se bhi badla liya jayega. Aur maine kaha iski taraf se badla le sakta hun halanke maine Rasul Allah (Sallallahu Alaihi Wasallam) ko dekha keh woh apni taraf se badla lete thay? Khabar dar! Tum Muslimon ko mat maro is tarah keh tum unko zaleel karne lago. Aur tum unko unke huqooq se mat roko keh tum unko apne samne jhukane lago. Aur tum unko sarhadon par bhej kar ghar wapsi se mat roko keh kahin tum unko fitna mein daal do. Aur tum unko ghane baaghon wali jagah mein mat utaro keh woh muntashir ho jaen aur is tarah tum unko zayia kar do.
حَدَّثَنَا ابْنُ عُلَيَّةَ ، عَنِ الْجُرَيْرِيِّ ، عَنْ أَبِي نَضْرَةَ ، عَنْ أَبِي فِرَاسٍ ، قَالَ : خَطَبَ عُمَرُ بْنُ الْخَطَّابِ فَقَالَ : « أَلَا إِنِّي وَاللَّهِ مَا أَبْعَثُ إِلَيْكُمْ عُمَّالًا لِيَضْرِبُوا أَبْشَارَكُمْ وَلَا لِيَأْخُذُوا أَمْوَالَكُمْ ، وَلَكِنْ أَبْعَثُهُمْ إِلَيْكُمْ لِيُعَلِّمُوكُمْ دِينَكُمْ وَسُنَّتَكُمْ ، فَمَنْ فُعِلَ بِهِ سِوَى ذَلِكَ فَلْيَرْفَعْهُ إِلَيَّ ، فَوَالَّذِي نَفْسِي بِيَدِهِ لَأُقِصَّنَّهُ مِنْهُ »، فَوَثَبَ عَمْرُو بْنُ الْعَاصِ فَقَالَ : يَا أَمِيرَ الْمُؤْمِنِينَ ، أَرَأَيْتُكَ إِنْ كَانَ رَجُلٌ مِنَ الْمُسْلِمِينَ عَلَى رَعِيَّةٍ فَأَدَّبَ بَعْضَ رَعِيَّتِهِ إِنَّكَ لَمُقِصُّهُ مِنْهُ ؟ قَالَ : أَيْ وَالَّذِي نَفْسُ عُمَرَ بِيَدِهِ لَأُقِصَّنَّهُ مِنْهُ ، أَنَا لَا أُقِصُّهُ مِنْهُ وَقَدْ رَأَيْتُ رَسُولَ اللَّهِ ﷺ ، يُقِصُّ مِنْ نَفْسِهِ ؟ « أَلَا لَا تَضْرِبُوا الْمُسْلِمِينَ فَتُذِلُّوهُمْ ، وَلَا تَمْنَعُوهُمْ مِنْ حُقُوقِهِمْ فَتُكَفِّرُوهُمْ ، وَلَا تَجْمُرُوهُمْ فَتَفْتِنُوهُمْ ، وَلَا تُنْزِلُوهُمُ الْغِيَاضَ فَتُضَيِّعُوهُمْ »
