باب الاختيار في دفعها إلى الوالي.
Sunan al-Kubra Bayhaqi 7378
Jarir bin Abdullah narrates that some villagers came to the Messenger of Allah (peace be upon him) and said: "Your reciters (of the Quran) come to us and treat us harshly." The Messenger of Allah (peace be upon him) said: "Be good to them." They repeated this three times, whereupon Jarir said: "After that, whenever a reciter came to me, he left happy."

(٧٣٧٨) جریر بن عبداللہ فرماتے ہیں کہ کچھ دیہاتی رسول اللہ (صلی اللہ علیہ وآلہ وسلم) کے پاس آئے، انھوں نے کہا : آپ (صلی اللہ علیہ وآلہ وسلم) کے عامل ہمارے پاس آتے ہیں اور زیادتی کرتے ہیں تو رسول اللہ (صلی اللہ علیہ وآلہ وسلم) نے فرمایا : انھیں خوش رکھو، آپ نے ایسا تین مرتبہ کہا، چنانچہ جریر فرماتے ہیں : اس کے بعد جب بھی میرے پاس عامل آیا تو خوش خوش ہی گیا۔
7378 Jarir bin Abdullah farmate hain keh kuch dehati Rasul Allah ((صلى الله عليه وآله وسلم)) ke pass aye, unhon ne kaha: Aap ((صلى الله عليه وآله وسلم)) ke amil humare pass ate hain aur zyadti karte hain to Rasul Allah ((صلى الله عليه وآله وسلم)) ne farmaya: Unhein khush rakho, aap ne aisa teen martaba kaha, chunanche Jarir farmate hain: Is ke bad jab bhi mere pass amil aya to khush khush hi gaya.
Jabir ibn Atik reported that the Messenger of Allah, peace and blessings be upon him, said, “Verily, riders will come to you in a state of anger. So when they come to you, welcome them. If they ask you for anything, then fulfill it. If they rule with justice, it is for their own good. If they oppress, then their burden is upon them. And make them happy, for in their happiness is the acceptance of your zakat, and it is your right upon them that they pray for you.”

(٧٣٧٩) جابر بن عتیک فرماتے ہیں کہ رسول اللہ (صلی اللہ علیہ وآلہ وسلم) نے فرمایا : عنقریب تمہارے پاس سوار آئیں گے غصے کی حالت میں۔ سو جب وہ تمہارے پاس آئیں تو انھیں خوش آمدید کہو، اگر انھوں نے کوئی مطالبہ کیا تو اس کو پورا کرو۔ اگر وہ عدل و انصاف سے کام لیں گے تو یہ ان کی اپنی ذات کے لیے ہے اور اگر وہ ظلم کریں گے تو اس کا وبال بھی انھیں پر ہے اور انھیں خوش کرو، بیشک تمہاری زکوۃ کا عامل ہونا ان کی خوشی سے ہے اور چاہیے کہ وہ تمہارے لیے دعا کریں۔
7379 Jaber bin Atik farmate hain ke Rasool Allah ((صلى الله عليه وآله وسلم)) ne farmaya: Anqareeb tumhare pass sawar ayenge ghusse ki halat mein. So jab wo tumhare pass ayen to unhen khush amadid kaho, agar unhon ne koi mutalba kiya to us ko pora karo. Agar wo adal o insaf se kaam lenge to ye un ki apni zaat ke liye hai aur agar wo zulm karenge to us ka wabaal bhi unhin per hai aur unhen khush karo, beshak tumhari zakat ka aamil hona un ki khushi se hai aur chahiye ke wo tumhare liye dua karen.
The slave of Mughirah ibn Shu'bah reported: He (the slave) was the custodian of his property in Ta'if. He (the slave) said: Mughirah ibn Shu'bah said to me: What do you do with the Zakat of my wealth? He (the slave) replied: I give some of it to the Sultan (king) and give some of it in charity. He (Mughirah) said: What does he do with it? He (the slave) said: He takes pieces of cloth in exchange for it with which he performs Nikah with women and also acquires land with it. They (the narrators) said: He (Mughirah) returned it to them. Verily the Prophet, may Allah's peace and blessings be upon him, has given us a verdict that we should return it to them and their reckoning is with Him (Allah).

(٧٣٨٠) مغیرہ بن شعبہ کے غلام فرماتے ہیں کہ وہ طائف میں ان کے اموال پر نگران تھے، فرماتے ہیں کہ مجھے مغیرہ بن شعبہ نے کہا : تو میرے مال کی زکوۃ کا کیا کرتا ہے تو اس نے کہا : اس میں سے کچھ سلطان (بادشاہ) کو دے دیتا ہوں اور کچھ اس میں سے صدقہ کردیتا ہوں، اس نے کہا : وہ اس کے لیے کیا کرتے ہیں تو اس نے کہا : وہ اس کے عوض پارچہ جات لیتے ہیں جن کے ساتھ وہ عورتوں سے نکاح کرتے ہیں اور اس کے ساتھ زمین بھی حاصل کرتے ہیں۔ انھوں نے کہا : اسے ان کو واپس لوٹا دو ، بیشک نبی کریم (صلی اللہ علیہ وآلہ وسلم) نے ہمیں حکم دیا کہ ہم وہ انھیں لوٹا دیں اور ان کا حساب انھیں پر ہے۔
7380 Mughirah bin Shubah ke ghulam farmate hain ki woh Taif mein un ke amwal par nigran thay, farmate hain ki mujhe Mughirah bin Shubah ne kaha : tu merey mal ki zakat ka kya karta hai to us ne kaha : is mein se kuch sultan (badshah) ko de deta hun aur kuch is mein se sadqah karta hun, us ne kaha : woh is ke liye kya karte hain to us ne kaha : woh is ke awaz parchay jat letay hain jin ke sath woh auraton se nikah karte hain aur is ke sath zameen bhi hasil karte hain. Unhon ne kaha : ise un ko wapas lota do , beshak Nabi Kareem ((صلى الله عليه وآله وسلم)) ne hamen hukm diya hai ki hum woh unhen lota den aur in ka hisab unhen par hai.
Nafi' reported from Ibn 'Umar (may Allah be pleased with him) that he said: Pay the Zakat of your wealth to those people who are in charge of your affairs. He who does good, it is for his own good, and he who does evil, it is to his own detriment.

(٧٣٨١) نافع ابن عمر (رض) سے نقل فرماتے ہیں کہ انھوں نے کہا : اپنے مالوں کی زکوۃ اپنے ان لوگوں کو ادا کرو، جو تمہارے امور کے والی بنے ہیں ، جس نے نیکی کی وہ اسی کے لیے ہے اور جس نے گناہ کیا اس کا وبال اسی پر ہے۔
(7381) Nafe bin Umar (RA) se naqal farmate hain ki unhon ne kaha: Apne maalon ki zakat apne un logon ko ada karo, jo tumhare umoor ke wali bane hain, jis ne neki ki wo usi ke liye hai aur jis ne gunah kiya uska wabaal usi par hai.
Abu Hurairah (may Allah be pleased with him) reported: The Messenger of Allah (peace and blessings be upon him) said, "When the tax collector comes to you, then give him your Zakat. If they oppress you, then turn away from them, and do not curse them, and say, 'O Allah! I seek goodness and blessings from You, in return for what they have taken from me.'"

(٧٣٨٢) ابوہریرہ (رض) فرماتے ہیں کہ رسول اللہ (صلی اللہ علیہ وآلہ وسلم) نے فرمایا : جب عامل تمہارے پاس آئے تو اپنی زکوۃ اسے دے دو ۔ اگر وہ تجھ پر زیادتی کرتے ہیں تو ان سے منہ موڑ لو اور لعنت نہ کرو اور یہ کہو کہ اے اللہ ! میں تو تیری جناب سے نیکی بھلائی کا طالب ہوں ، اس کے عوض جو انھوں نے مجھ سے وصول کیا ہے۔
(7382) Abu Huraira (RA) farmate hain ki Rasool Allah (SAW) ne farmaya: Jab aamil tumhare pass aaye to apni zakat usey de do. Agar woh tum par zyadti karte hain to un se munh mor lo aur laanat na karo aur yeh kaho ki aye Allah! Main to teri janab se neki bhalai ka talib hun, iske awaz jo unhon ne mujh se wasool kiya hai.
Hasan bin Sa'd Jahni said: I asked Zaid bin Aslam about Zakat, he said: Have you heard from Abdullah bin Umar? I said: Yes, that they should return it to their workers, meaning that in times of turmoil, the Sultan uses it to care for his cavalry.

(٧٣٨٤) حسن بن سعد جہنی فرماتے ہیں کہ میں نے زید بن اسلم سے زکوۃ کے بارے میں پوچھا تو انھوں نے کہا : تو نے عبداللہ بن عمر سے سنا ہے تو اس نے کہا : ہاں کہ وہ اپنے عمال کی طرف لوٹا دیں، یعنی کہ سلطان کو فتنے کے دور میں اس سے وہ اپنے چوپائیوں کو نگہداشت کرتے ہیں۔
Hasan bin Saad Jahni farmate hain ki maine Zaid bin Aslam se zakat ke bare mein poocha to unhon ne kaha: To ne Abdullah bin Umar se suna hai to us ne kaha: Haan ki wo apne ummal ki taraf lota den, yani ki sultan ko fitne ke daur mein us se wo apne chupayon ko nigahdasht karte hain.
Suhayl ibn Salih reported from his father: He went to Sa'd ibn Abi Waqqas and said: I have some wealth on which I want to pay Zakat, and I know its use, and these people do in this matter what you have seen. He said: Then pay it to them. He said: I asked Abu Sa'id about the same, and he said: Pay it to them. He said: I also asked Ibn 'Umar (RA) about it, and he said: Pay it to him.

(٧٣٨٥) سہیل بن صالح اپنے والد سے نقل فرماتے ہیں کہ وہ سعد بن ابی وقاص کے پاس آئے اور کہا کہ میرے پاس مال ہے جن کی میں زکوۃ ادا کرنا چاہتا ہوں اور میں اس کے مصرف کو جانتا ہوں اور یہ لوگ اس معاملے میں ایسے ہی کرتے ہیں جو تو نے دیکھا ہے تو انھوں نے کہا : تو پھر ان کو ادا کر دے اور فرمایا : میں نے ایسا ہی سوال ابو سعید سے کیا تو انھوں نے کہا : ان کو ادا کر دے۔ فرماتے تھے کہ میں نے ابن عمر (رض) سے بھی یہ پوچھا تو انھوں نے فرمایا : ان کو اسے ادا کر دے ۔
7385 Suhail bin Salih apne walid se naql farmate hain ki woh Saad bin Abi Waqas ke pass aaye aur kaha ki mere pass mal hai jin ki main zakat ada karna chahta hun aur main is ke masraf ko janta hun aur ye log is mamle mein aise hi karte hain jo tu ne dekha hai to unhon ne kaha to phir un ko ada kar de aur farmaya main ne aisa hi sawal Abu Saeed se kiya to unhon ne kaha un ko ada kar de farmate the ki main ne Ibn Umar (RA) se bhi ye pucha to unhon ne farmaya un ko ise ada kar de
